Abstract: | Improving public service delivery has become fundamental in the transformation agenda of the South African government. This, together with creating a suitable climate for equitable citizen participation in the mainstream economy, are two-pronged challenges facing the government. These challenges necessitate cooperation between public administration and private enterprises, not divergence or competition. Such cooperation in South Africa is achieved in ways that include public-private sector partnerships. Simply put, these are about engaging the private sector to carry out public functions conventionally performed by government institutions. They are manifested in various forms, which include outsourcing, contracting out, privatization and franchising. The focus here is on franchising and its appropriateness in realizing the imperatives of a developmental State. Bibliogr., sum. [ASC Leiden abstract] |
