Abstract:This paper is both an empirical and a historical study of the interface of international trade, law and order, and economic integration in West Africa from a subaltern perspective. Drawing largely from Nigerian experiences, it interrogates the protocol governing trade across West Africa's international boundaries and confronts this with the attitude of paramilitary 'gendarmes' in Togo and Benin towards Nigerians. It also evaluates the assumptions, structures and processes that developed on the heels of the dynamic interactions created by the establishment of ECOWAS in 1975. Bibliogr., notes, sum.
