Abstract: | In 1994 Botswana established a specialized anticorruption agency, the Directorate on Corruption and Economic Crime (DCEC), following a series of corruption scandals. The DCEC combats both corruption and economic crime, i.e. thefts and frauds perpetrated on the pbulic revenue. This article details the nature of corruption in Botswana, the formation of the DCEC, its organization and powers, the nature of its performance and hindrances to the control of corruption. The DCEC has been given adequate powers to investigate, prevent and teach the public about corruption and economic crime. However, the effectiveness of the DCEC is compromised by political and technical limitations. To be effective at controlling corruption, the DCEC needs sufficient resources and independence. The fact that the DCEC has mainly concentrated on small and unimportant cases undermines its credibility and utility in enhancing democracy through the control of corruption. Bibliogr.
