Abstract:	Since the early 2000s, when the government of Tanzania issued the directive that each ward is required to have a secondary school, the challenge of teacher inadequacy in secondary education has revealed itself. Despite the decentralization policy in education, the Tanzanian government still provides a strong top-down influence on education, especially in teacher recruitment. This study examines the effects of centralized teacher recruitment in ward secondary schools in Tanzania and explains these effects in the context of teachers' operations in six ward secondary schools in Morogoro region. It argues that because of continued centralized teacher recruitment, decentralization in education has failed to achieve its objectives. As a result, ward secondary schools have structured their internal operations so as to cope with teacher inadequacy, for example by co-opting primary school teachers. [ASC Leiden abstract]
