Abstract: | This special issue on Libya's foreign policy was prepared for publication when the 2011 revolution erupted in the country. It gives an analysis of Libya's external relations during Qadhafi's 42-year rule, addressing the shifts and balances that characterized the Jamahiriya's engagements beyond its borders, as well as the ideological underpinning of Libyan foreign policy. The papers were first presented at a conference on Libya held in St Anthony's College at the University of Oxford in September 2009. Articles: Introduction (Claudia Gazzini); The end of an affair? Libya and sub-Saharan Africa (Asteris Huliaras and Konstantinos Magliveras); The foreign policy process in Libya (George Joffé and Emanuela Paoletti); Migration and foreign policy: the case of Libya (Emanuela Paoletti); Libya and the European Union: shared interests? (George Joffé); The changing interactions between Libya and the Maghreb: bilateral versus multilateral engagement (Ahmed A. Al-Atrash); 'Al-dawla al-fatimiyya': politics, history and the re-interpretation of Islam (Antonino Pellitteri); The United States and Libya: the limits of coercive diplomacy (Yahia H. Zoubir).
