Abstract: | This volume presents the proceedings of a conference on poverty reduction through better regulation, notably the regulation of water, sanitation and electricity, held in Johannesburg, South Africa, on 21-23 February 2005. It includes 48 of the presentations, in shortened or rewritten form, which are grouped in six parts: 1. Regulating the water and electricity sectors: experiences in South Africa and other developing countries (amongst others Mozambique, Kenya); 2. The role of regulation in poverty reduction; 3. Issues in municipal regulation (Johannesburg, Zululand); 4. Tools for regulation (contracts, information/data, benchmarking); 5. Holding government to account: civil society and regulation (amongst others South Africa, Zambia); 6. The General Agreement on Trade in Services (GATS) and regulation (focusing on South Africa). Concluding chapters discuss the way forward and give an overview of the key issues of regulation and poverty reduction. [ASC Leiden abstract] |
