Abstract: | This article examines the extent to which Uganda's domestic legal framework fails to adequately promote the right to participation for the Batwa. Of all Uganda's diverse ethnic groups, the Batwa have historically been the most disadvantaged. The central thrust of this article is to make a case for the Batwa's participation in making decisions that affect them. Although the 1995 Constitution of Uganda recognizes the Batwa as one of the ethnic groups in Uganda, they are not recognized as an indigenous people or a minority group, which undermines their ability to take part in political affairs.
