Abstract:This contribution deals with the constitutionalization of presidential powers in exceptional circumstances with a look at the rulings of the constitutional court in relation to the state of health emergency against the covid-19 pandemic. it is in two parts. the first examines the examination by the cc of compliance with the formal requirements for the proclamation and extension of the state of emergency. the second examines, by the same jurisdiction, compliance with the substantive conditions of the emergency measures adopted by the competent public authorities.
