Abstract:The congolese constitution of february 18, 2006, contains an extensive catalog of fundamental rights, including social rights. to ensure their implementation, the government and parliament should take them into account, the former when drafting the annual finance laws and the latter when adopting them. however, this does not seem to be the situation on the ground, mainly because of the weakness of the constitutional review of annual finance laws. this is what the present contribution seeks to show.
